One detail in the ministry's earlier disclosures is that Japan has already selected a contractor. On February 13 the ministry announced that it had awarded the first prototype contract for a tactical AI satellite demonstration model back on January 8, and the winner was NTT Data. The ministry's stated aim is processing collected information onboard in "extremely short timeframes" and strengthening command and control by linking that processed information to shooters.

That domestic requirement lands inside a very large number. Japan has submitted its largest-ever defense budget request, 8.9 trillion yen for fiscal 2027, roughly $55.5 billion, filed on August 31. That request is the fifteenth straight increase and the thirteenth consecutive record.

Whether all of it gets funded is another matter. About 160 entries in that request went in with no number attached at all, because Prime Minister Takaichi Sanae's government plans to rewrite Japan's three core security documents before the end of the year. Analysts expect the final figure to clear 10 trillion yen for the first time, so the direction isn't really in question. The line items are.

The contractor no longer trades publicly

Direct exposure is thin. NTT Data was delisted from the Tokyo exchange on September 26, 2025 after a tender offer by parent NTT, and now sits inside the group as a wholly owned subsidiary. That leaves NTT itself as the listed route, a telecom giant where one satellite prototype contract barely registers. Planet Labs (PL) and BlackSky (BKSY) provide related satellite imagery and analytics, though not direct equivalents of what Japan is planning. With the onboard AI specified as domestic, direct participation by US satellite-data companies looks unlikely, although suppliers for later phases have not been identified.

What the story does tell you is where the architecture is heading. Pushing inference onto the spacecraft, rather than hauling terabytes to the ground and thinking about it down there, is a bet several operators are now making.
